A & O Engineering is committed to providing a high level of customer service during each project. We have experience working with all levels of government (local, state, and federal) to obtain land use approvals and permits. The development, planning, and permitting process can be challenging and expensive, but we handle all phases of projects with skill and care. We have navigated these phases many times and can guide your project on the most efficient and economical path possible. Because of our dynamic and multi-talented team functioning together, A & O can provide clients with one point of contact during the complex development approval process.

Scott Morris, PE
Principal Engineer
Founder of A & O Engineering, Scott Morris is a professional engineer with more than 30 years of experience. He obtained his BS in Civil Engineering from Oregon State University in 1989. He then acquired his PE License in 1993 and he is licensed in Oregon, Washington and Arizona. Scott was the traffic engineer for the City of Springfield from 1990 to 1994, and immediately following he started his professional practice. Some of Scott's hobbies include: hiking, tennis, watching sports and travel.
Kyle Morris, PE
Professional Engineer
Kyle received his BS in Civil Engineering from Oregon State University in 2017. He obtained his PE license in 2020 and is licensed in both Oregon and Idaho. Kyle is a project manager who oversees all aspects of engineering projects, including dealing with clients, contractors, and government agencies. Kyle loves outdoor sports and hiking.
Dylan McIver, PE
Professional Engineer
Dylan earned his BS in Civil Engineering from Washington State University in 2020 and he obtained his PE license in Oregon in 2025. Dylan is currently a design engineer for the company with experience working on residential, commercial and industrial projects. Some of Dylan's hobbies include: video games, reading science fiction books, road-tripping and food.
Bailey Williams
Staff EIT
Bailey earned her BS in Civil Engineering from Portland State University in August 2022 and received her Engineer-in-Training Certification in September of 2022. She then started at A & O Engineering as an EIT in 2022. Some of Bailey's hobbies include: spoiling her two cats, beating Eli in golf, floating the river, sleeping and napping.
Austin Hocker
Senior Engineering Technician
Austin is our head technician and has been with A & O Engineering for over 6 years. He earned his Associates Degree in Applied Sciences from Lane Community College in 2018. HIs hobbies include shooting sports, gunsmithing, leathercraft, and enjoying Oregon's great outdoors with his wife and children.
Elijah Barnes
Engineering Technician
Elijah studied drafting at Lane Community College and started working for A & O Engineering in 2025. Eli also has a current CESCL inspector certification with NWETC which he utilizes on sites that require erosion permits. Some of Eli's hobbies include: golfing, floating the Willamette River, baking and napping.
Sarah Morris
Planning Technician
Sarah obtained a BS in Business Administration from Oregon State University in 2020 and has been with A & O Engineering since 2019. Sarah has a current CESCL certification with NWETC and handles erosion inspection on various A & O sites. She also has an active real estate license associated with Summit Realty in Springfield, OR. Some of Sarah's hobbies include: pickleball, teaching/practicing Pilates, shopping and spending time with her dogs.
Lynda Morris
Office Manager, Bookkeeper
Lynda handles A & O Engineering's bookkeeping, as well as all of the office supply and staff needs. She obtained a BA in French and Russian Language and Literature from Montana State University in 1990. Lynda plays piano and enjoys songwriting. She also enjoys Pilates and hiking (the easy trails only) with her husband, adult children and two dogs.
